Leah D.B. Carter, JD, MS

Leah Carter is a former prosecutor and Jaharis Health Law Institute Fellow who works with the University of Chicago’s Cancer Center, focusing on FDA law, research ethics, and regulatory compliance. She has more than fifteen years of experience writing on health law and compliance and previously served as Editor in Chief of the DePaul Journal of Health Care Law. Her published scholarship examines patient rights, access to cures, global payer systems, and the role of law in reducing stigma and advancing equity in healthcare. In her consulting work, and as an instructor, Leah brings a calm, systems-aware lens to help mission-driven teams and clients navigate regulatory complexity with intention and compassion.

Leah holds an MS from the University of Georgia and a JD from DePaul University College of Law.
